The language used on this occasion by the Provincial Treasurer was entirely out of place. Had it proceeded from a minor official, Mr O'Conor would have been inclined to attribute it to ignorance, but from one in the position of the Provincial Treasurer, he feels that it is especially unbecoming, and his great surprise will not refrain from sending a copy of it to the Tsungli Yamên.
Mr O'Conor ventures to request that telegraphic instructions shall be sent. He believes that the Government will disapprove of the Provincial Treasurer's language and his unauthorised interference in the affairs of a Colonial Institution like this Hospital.
He had either to tender his resignation of the Office of Chairman, in fear of which, or to prevent further interference in this matter and to secure Mr Pean Hoi-Chin from the annoyance to himself and his family.
